Throttle Limits

Stay within bounds: Enforce smooth and penalty-free data transmission!

DESCRIPTION: You are part of the team working on a communication chip that sends packets over a shared medium

Since it is a shared medium with a lot more bandwidth than you are allowed to use, your chip is not bandwidth limited and can overshoot its limits by any amount.

To deal with this, the operator requires you to enforce a rate limit on how much data you send over it. Breaching this limit can cause severe penalties.

This is a very common setting with operators like stock exchanges.

PROBLEM STATEMENT:
The operator specifies a rate limit of 10000 Bytes per 100 micro-seconds. Meaning, in any particular time window of 100 micro-second duration, you are not allowed to send out more than 10000 Bytes of data on this line. This enforces the rate as well as a smooth traffic pattern.
