PROBLEM STATEMENT:
In many designs, a good amount of measurement and reporting logic is commonly found.
The purpose of this logic is to give the processor or any management layer an idea of the system state.

Design a statistics counter module that can produce the Minimum and Maximum values of the variable it is tracking. Important to note that the variable in question can hold a positive or a negative value. Hence it will be a signed number.

Additionally, if the magnitude of the variable goes beyond a certain threshold value of 124. Its magnitude should be reduced by a fixed amount of 5.

The processor will give a meas_cap_i pulse which can be used to latch the max and min values of the measured variable to the output registers.

The assertion of each meas_cap_i pulse indicates the end of a measurement window and start of a fresh one.
