Power has three components: dynamic (switching activity × capacitance × voltage² × frequency), short-circuit (during transitions), and leakage (static current through off transistors). Different techniques target each component.
Clock gating reduces dynamic power by stopping unnecessary switching. Voltage scaling reduces both dynamic and leakage power. Power gating cuts leakage by disconnecting idle blocks from supply. Multi-Vt libraries use high-Vt cells (low leakage) for non-critical paths.
